About the Coalition
   

The Tomorrow’s Workforce Coalition (TWC) was established to advocate for beneficial workforce development policy that would strengthen the economy now and into the future. With that in mind, the coalition supported the bipartisan, bicameral Freedom to Invest in Tomorrow’s Workforce Act (H.R. 1151/S. 756) to expand qualified expenses under 529 savings plans to include postsecondary training and credentialing, such as licenses and nongovernmental certifications; it would provide valuable tax-advantaged resources to more workers pursuing career growth, mid-career changes or alternative career pathways. The legislation was ultimately included in the tax and spending package called the “One Big Beautiful Bill Act,” which was signed into law in July 2025.

Background

A differentiator amid the 21st-century workforce economy is postsecondary credentialing. The coalition represents nearly 1,000 nonprofit organizations across the U.S. that issue or have members who hold professional certifications. It aims to advocate for targeted workforce development policy.
