CFP Board Pens Letter to Congressional Tax-Writing Committees About Key Provisions in House Reconciliation Package

May 16, 2025

On May 16, 2025, CFP Board submitted a letter to leaders of the House Committee on Ways and Means and the Senate Committee on Finance regarding key provisions in the comprehensive tax reconciliation package. In the letter, CFP Board expressed strong support for the inclusion of a provision expanding 529 account eligibility to cover expenses related to professional certifications, including the CERTIFIED FINANCIAL PLANNER® certification. We also raised concerns about a proposed change that would treat trademark licensing revenue as unrelated business taxable income, warning it could hinder the ability of certification bodies to maintain high professional standards. Additionally, CFP Board urged Congress to restore the casualty and theft loss deduction to better protect victims of financial fraud, and supported enhancements to the qualified business income deduction, which would benefit many CFP® professionals who are small business owners.
